In response to your actual question, no. There is no 10.0 perfect gun out there (yet).
However, this last spring, I gathered together some of the top engineering minds and we began a project code-named "Silver-Bullet".
Its goal was to built the perfect homemade rifle.

You can see our results thus far at this link in the SSC forums:

(The latest version is down near the bottom of that page.)

Throughout the whole process, I used the program Blender-3D to create digital models of the Silver-Bullet, so that people could see it for themselves and make suggestions.
If you look back through the history of that thread, you can see that it has evolved quite a lot from its humble beginnings.

The CPS 1500 has an overall rank of 100 I think, however I'm not sure what the individual ratings are. I am certain that they are not all 100 though. There are no guns with all ratings at 100, as far as I know.

While it does have an "Overall" and "Power" ratings of 100, its Encumbrance score is 80 and Capacity 90.
I steel reinforced its pump to help make it less fragile and gave it a wicked camo-paint job, like I did for my CPS 1K here:



The CPS 1700/1500 is not perfect, but its the best stock gun in my armory.

Looks great in camo, and although I'm sure the pump reinforcement is effective, I cannot see it when the pump is inside the gun. Another picture would be cool, showing the pump job, but no big deal.

Two things.

A: Thats not the actually CPS 1700 I was talking about, thats a picture that shows the kind of paint-job I did on it.
B: Even if you took the pump out of the CPS 1700, you wouldn't see the reinforcements. They're inside the stem of the pump.
