If some of you guys are crossover members you may know of the syringe gun by Carbon in Nerf.  If ya don't I'll explain.  You take a perfectly sealed plunger and tube, or pump and you add a trigger and catch.  You then would use a spring to keep pressure and fill the tube with water.  This would be a good holdout and it works in a shotgun effect.  I don't know typical soaker rifle range, but this puts a perfect hit on anyone within 10-15 feet.  It also has applications as a trap or defensive implacement.

10-15ft would render it useless unless you plan on triggering ambushes at point-blank range.  "Syringe" style homemades here are usually done by piston, where the whole homemade is simply one huge pump.  Range depends on the user, but I've gotten 48-54ft from a 3/4" pump in a 1" shaft about 3ft long.

There are a couple designs using springs, but generally springs do not provide enough power to make such a homemade worth while.  The best range on a spring-powered water gun wouldn't break 30ft.

I myself have contemplated this idea, but as DX pointed out, 15 to 20 feet is very weak.
Typical store-bought soakers achieve ranges of up to 35-feet, the CPS-2ks will often easily hit 50 and the maximum range for homemade beam-weapons thus far is 73 feet.
Then if you were to delve into the water-balloon-laucher line, you'll see ranges of up to 500 feet, though they are not particularly accurate at this extreme distance.

As a trap, it might have some potential, but not as a main weapon.
I believe however, that Buzz-Bee-Toys did in-fact manufacture something like what you are describing here:
